Marc E. Richards

VP of Business Development

I am Retired Police Captain Marc E. Richards, and I have amassed a wide-ranging scope of experience over the course of my 30-year career as a law enforcement professional. I began my career in 1991, as a Uniformed Court Officer with the New York State Unified Court System in the nation’s busiest courthouse (at the time), Kings County Family Court, which is in Brooklyn, New York. While there, I learned court procedures, courthouse security, and executive protection. I also began what has ultimately become an extensive history of interacting and fostering relationships with troubled and at-risk youths.

In 2000, as a Police Officer with the Clayton County Police Department in Clayton County, Georgia, I was introduced to School-Based Policing and began an insightful journey toward what is now considered juvenile justice reform in America. My 10-year assignment with the C.C.P.D. SRO Unit has provided me with a perspective that is considered both unique and nuanced. I joined a collaborative team of subject matter experts who provide technical assistance to jurisdictions nationwide on the Clayton County School/Justice Partnership model. This initiative has been effective in addressing Disproportionate Minority Contact with the Juvenile Criminal Justice System and the School to Prison Pipeline. I have been privileged to have visited jurisdictions in 28 of our United States over the course of my career.

I hold numerous certifications and have received multiple commendations and honors throughout my career. As the lead instructor for the CCPD S.R.O. Unit, I’ve had the privilege to certify over 50 police officers as School Resource Officers.

Certifications: School Resource Officer, Crisis Intervention Team, Gang Investigator, Gang Resistance Education and Training Instructor/Facilitator, General Instructor, and Moses Ector Law Enforcement Leadership Academy (Dean’s List) Graduate.

Command Assignments: SRO Unit Commander, Gang Investigations Unit Commander, Narcotics Task Force Supervisor, Community Affairs Unit Commander, Code Enforcement Unit Commander, Uniform Patrol – Precinct Commander, Office of Professional Standards – Background & Recruiting Unit Commander. Animal Control Unit Commander, TITAN/NIBRS/Intelligence Unit Commander
